With strengthening required for the Carnegie Building that houses the museum, the Westland District Council contracted a report on the future of the facility. Emerging from the planning process undertaken was the concept of this new proposed facility for which the company when on the prepare the feasibility study for coupled with the Lottery application for strengthening the Carnegie Building.
